The first orientation on Tulong Panghanapbuhay para sa Ating Displaced/Disadvantaged Workers (TUPAD) Program Guidelines to 199 barangay captains from 14 municipalities of Cagayan was conducted recently by the DOLE-Cagayan Field Office (DOLE-CFO) for the efficient and effective delivery of TUPAD program.

The orientation for barangay captains is part of strengthening the mechanism deployed to ensure strict compliance with the guidelines set by DOLE DO 219-20. The activity highlighted the basic information of the program, qualifications for beneficiaries, coverage, and enrollment of beneficiaries in group micro-insurance of the Government Service Insurance System (GSIS).

Moreover, the orientation also solicited cooperation among the barangay officials to strictly monitor the progress and development of the implementation of the program in their respective barangay to ensure that the beneficiaries of the program will work following the guidelines of their contract and to guarantee strict compliance to occupational and health safety protocols.

The DOLE-CFO extended the orientation to the Barangay captains as partners in the implementation of TUPAD program. The vital role of the Barangay captains in securing the development of TUPAD program was emphasized by Ms. Liezel P. Magno, Senior Labor and Employment Officer of the DOLE-CFO. She also reiterated to follow the guidelines for them to benefit from the program. Hence, Barangay captains may utilize the program to maintain the cleanliness of their respective barangays. 

“Kayo po ang aming katuwang sa pagpapatupad ng [programang] TUPAD… Maaari nating gamitin ang programang TUPAD upang mapanatili ang kalinisan ng inyong barangay,” Ms. Magno said. ###
