The Department of Labor and Employment Regional Office No. 2 (DOLE RO2) conducted a capability building seminar/training dubbed as “Back to the Basics” to 60 union officers from 12 Trade Unions in Cagayan Valley Region at the Casa Victoria, Pagudpud, Ilocos Norte on May 15-16, 2023.
In his opening remarks, OIC-Regional Director Jesus Elpidio B. Atal, emphasized that it’s about time to enrich the existing set of officers who lack the basic understanding and knowledge about the Unionism and Labor Relation Laws.
"Timely ang training at topics na ito lalo [na] sa aming mga bagong union officers,” Ilagan Coca Cola Monthly Paid Employees Association President Merlina Mendoza said, which was also echoed by new UEUCV President Elimar Jayme, who attended via zoom.
RD Atal, Ms. Florie Ann Prasad and Marie Kris Batalla discussed the basic principles of unionism and collective bargaining and negotiations.
Assistant Regional Director, Atty. Nepomuceno A. Leaño ll discussed the determination of representation, certification of election and unfair labor practice, Labor Relations programs and services by LR Unit Head Onofre James Mendoza and the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) delivered by Livelihood Unit Head Angelica Dela Cruz.
The capability building for union officers ended with the preparation of action plan and SAMAKO, PHKO and CAGELCO I EA, were given the chance to present their action plan.
The DOLE RO2 contingent includes TSSD Chief Laura B. Diciano and LR focal persons from the 4 provincial offices. ###
