DOLE releases additional control measures for TUPAD implementation

The DOLE through Secretary Silvestre ‘Bebot’ Bello III has released on September 20, 2021 a memorandum on additional control measures to ensure the effective implementation of the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program, to be immediately followed in the implementation of the program in all DOLE regional and field offices.

Among the measures added is the addition of a QR code in TUPAD IDs as a security measure and to ensure that all beneficiaries are qualified, which shall be presented by beneficiaries when claiming their wage in money remittance service providers.

Daily time records shall also be signed by authorized DOLE or LGU officers only after ensuring that work has been rendered, supported by documentation of actual work done by beneficiaries.

Prescribed TUPAD tarpaulins shall also be displayed to notify the public about the ongoing work and the wages the workers will receive after rendering service. It shall also be reiterated through orienting the beneficiaries that TUPAD is a DOLE program, not a congressional district activity.

The said memorandum comes after a statement made by the secretary denouncing reported anomalies in TUPAD implementation. The anomalies are already the subject of investigation by the DOLE and laws enforcement agencies.

We enjoin everyone to be vigilant against various modus operandi for these fraudulent acts to be curtailed and the perpetrators be brought to justice,” Bello said. ###
