Angel Tree Prog: DOLE RO2’s initiative of Intensifying Allies & Advocates of the CLPEP


The proliferated cases of child labor in the region caused by extreme poverty is one of the main concern of the DOLE in its initiative of intensifying its struggles of establishing allies as support agents and implementing effective advocacy measures in eliminating the worst forms of child labor in the region.


Likewise, poverty being aggravated by unemployment and by chance nurtured by doctrines of divergent idealisms that usually impair close family ties leads to existence of child laborers with distressed emotions striving for a living.


In a survey and validation activity conducted by the Department of Labor and Employment Regional Office No. 2 (DOLE - R02), the result of the profiling of vulnerable workers as of October 31, 2019 revealed that there are 7,605 child laborers in the region.


DOLE - R02 Regional Director Evelyn R. Ramos who is leading the technical working group of the Regional Task Force of the End Local Communist Armed Conflict (RTF – ELCAC) leads the implementation of the “Angel Tree Program” (ATP) in the localities of Tuguegarao City & Rizal in Cagayan province and in San Mariano, Isabela.  This program component of the DOLE’s Child Labor Prevention and Elimination Program (CLPEP) fully supports the objectives of the ELCAC.


Its implementation was made possible thru the convergence efforts of a community of sponsors or benefactors referred to as the “Angel” who are committed in providing social services like food, clothing, educational services or school supplies and even work and training opportunities made available to the parents of abused children as the program beneficiaries.


Its initial launching in Rizal has benefited 100 child laborers and provided with a P920.00 worth of package of school supplies like school bag, ball-pens, pencils, crayons, notebooks, pair of scissors, foot ruler, plastic envelops, erasers, pad papers, pencil case, magic board, pencil sharpener, water tumbler and colored art papers.  The awarding activity being facilitated by program implementers at the DOLE RO2 was graced by LGU Executive Assistant Luciano G. Talang representing Mayor Brenda B. Ruma.


Two more launching activities will be conducted in Tuguegarao City benefiting 200 child laborers and another 200 beneficiaries in San Mariano, Isabela to complete the implementation of the P477,000.00 CLPEP funds before the year ends.


An orientation activity about the CLPEP was conducted simultaneously during the awarding of the packages of school supplies.  It was attended by the parents of the child laborers including other residents of that place, office staff from the MSWDO & PESO of the LGU, DepEd, sponsors/benefactors, as the stakeholders of the program.
