DOLE Cagayan targets 4,700 students for summer jobs under new guidelines

TUGUEGARAO CITY, Cagayan---The Cagayan-Batanes Field Office of the Department of Labor and Employment – Regional Office No. 2 (DOLE 2) has started to prepare for the implementation of its Special Program for the employment of Students (SPES) this year.

This year, DOLE 2 has allocated ₱13.6 million for the payment of salaries of targeted 4,707 SPES beneficiaries in the province of Cagayan.

Under the Republic Act 10917 amending certain provision of RA 9547 otherwise known as an Act of Strengthening and Expanding the Coverage of SPES, amending for the purpose provisions of RA 7323 otherwise known as the SPES, beneficiaries of the program are those poor but deserving students in high school, tertiary, technical or vocation level and out-of-school youths aged 15 years old but not more than 30 years old. 

For low income LGUs, they may request the DOLE to shoulder a higher percentage share in the salary/wage of SPES beneficiaries based on the following: up to 75% share for 6th class municipality; up to 60% share for 5th class municipality; and up to 50% share for 4th class municipality or 6th class province.

DOLE implements the program in partnership with LGUs, government agencies and private establishments, educational institutions, labor unions and other similar organizations and associations and government-owned and controlled corporations.

The SPES is a year-round program.  Beneficiaries work for a minimum of 20 days and maximum of 78 days.

In 2016, a total of 6,052 students from Cagayan benefited from SPES.
